Could use "secret URLs" as an alternative to assigning user roles for access to restricted projects. The issue with user roles is that the intended recipient must have a user account in OzTrack, but people from funding bodies, park rangers, or others who only need access to data on a casual basis should arguably be able to just see data without going through the registration process - provided the manager of a project enables this. Keyed URLs could be expired after a certain period of time, e.g. 7 days.
