Need to read pipe lengths starting from the loop start, not the geojson start

Expected Behavior

Pipe lengths for Modelica model are between the correct buildings, beginning with the start of the loop

Actual Behavior

Pipe lengths start at beginning of geojson file, not at feature marked with is_ghe_start_loop. This means the pipe lengths are connected to the wrong buildings, even if the total length of horizontal piping in the system is correct.
