A supplementary spec should allow for indexer to load their name data as Nostr events onto relays.

This would allow for Nostr clients to inquire only to Nostr relays for name data. Clients/users can just decide which relays they care to trust by following that relay's Nostr pub key.

This can also include a .well-known standard so that indexers with a website component, such as the Nomen Explorer, can publish their key that way if they wish.

This is implemented per the spec NOM-04 in PR #22
