[Bug]: Audit Report Current Period Obligations field shows latest valid obligation #2815

Why is this issue important?

We have found a bug in the audit report, Project Summaries tab, where current period obligations (column G) seems to reflect the obligation reported for a project ID from the latest valid report, even though the obligation amount in that report is not relevant for the current period.

For the Ohio organization, project id: 1956A1-182611 was canceled in June 2022 and the budget was zero'd out correctly in the upload workbook. The project was included in later reports as a canceled project. No additional obligations were reported for the project, but the audit report shows Current Period Obligations as 250,000. (even in the same audit report, column AX which shows the obligations for the current 12-31-2023 reporting period shows 0).

In the Project Summaries tab of the audit report, current period obligations (column G) should only reflect obligations relevant to the reporting period that is current when the audit report is pulled.

Per 4/12 meeting, Andrew looking into if we current have date of upload. based on what lift would be for potential solutions here, we'll also want to consider implications for #2477

@ajhyndman as I'm working on documenting current state functionality for ARPA, I'm realizing that rather than just one column being incorrect, it's likely that the whole Project Summaries tab is displaying the most recent valid upload for each project (regardless of reporting period) rather than the most recent valid upload for the most recent reporting period. I'm going to confirm in this week's partner meeting how they plan to use the tab for closing out projects and confirm that they actually want the whole tab to reflect the most recent valid upload for the most recent reporting period.

Let me know if you have thoughts on the complexity/lift here of changing to show the most recent valid report for most recent reporting period as that may impact it's priority.

Getting a little turned around on this one, but after testing quite a bit, it looks like Project Summaries in the audit report IS showing the most recent valid upload for the most recent quarter. I think we should be all set on this, so I'm going to close for now
