it can not be installed by cmd line #10

I can't install this plugin with cmd line;
here is the error:
Failed to fetch plugin https://github.com/vallieres/cordova-plugin-get-router-ip-address via registry.
Probably this is either a connection problem, or plugin spec is incorrect.
