[FEATURE] Support for the Circle Compiler

Request to add support for the C++ Circle compiler as a built-in toolchain option (along with gcc, clang and msvc). I think it would be a great addition to the default available toolchains and could help more people use new to-be standard features that circle offers for C++ before other compilers and might help to boost bpt into the minds of more C++ developers.
