use new Public Title / Description for Groups from Core for Comms Pref form #261

Hi,

Fields for public/frontend titles & descriptions for groups are now in civicrm-core since 5.31
( https://lab.civicrm.org/dev/core/-/commit/35fd9d21457113beb75e2e27b82f8749717c3d64 )

This part duplicates the functionality to customise group title/descriptions in the channels section of the comms preference channels section a bit.

I guess migrating might be a bit thorny if people have data in both sets of fields, as there may be some merging required.

But as a first step it would be great if the default pre-fills for the extensions fields could source from the public fields in core for installs >5.31, if that makes sense?
