Fedora 40 iot-commit failed to write boot loader configuration

This is an issue cause by https://bugzilla.redhat.com/show_bug.cgi?id=2294897

Test is using Fedora 40 boot location: https://dl.fedoraproject.org/pub/fedora/linux/releases/40/Everything/x86_64/os/
During installation of VM ostree image via anaconda, system fails to install boot loader.
The VM logs show the following issue:

Installing boot loader

Performing post-installation setup tasks

Question
