Suggested in #569: It would be useful to have a command that shows you if any of your globally installed packages are out-of-date and have updates available to them. This will let you keep aware of when new versions are released and when you would want to upgrade.

Also, similar to #483, we might want a command to batch upgrade those packages, so you don't have to manually upgrade any out-of-date packages.
