Add a Makefile

Taking inspiration from Mitiq, it might be better to use easier targets like make format etc. as these are easier to remember compared to the things required by our various dependencies. Commands to use ruff are different than those required by pylint and so on.

There is one such file used in docs/Makefile

Decided to create this issue as I don't know how a Makefile works even though using it is very convenient.
