This is a feature request

Problem

Right now is https://github.com/waku-org/js-waku/actions/workflows/pre-release.yml is triggered - all packages will be released.

Proposed Solutions

We want to release only those that actually have any changes so that if edit happened in @waku/interface and @waku/core - only they should be published to npm.
