Users can upload CSV datasets to use within the system

Proposed process:

via a new option within a Team:

1. User uploads a CSV (or similar document) onto the server
2. User selects an available grid type (shapefile data with grid id data)
3. Using WFS-T, data is loaded onto the geoserver and a database entry referencing the data is created.
4. Data will be available from the map and model view like datasets.
