Change WCMP KPI-1 Criteria

Summary and Purpose
The goal of the KPIs for WCMP 1.3 should be to help inform us of the content of the records and types of data as we transition to WCMP 2.0.

Proposal

1. Requirement 6.1.1 (schema validation): Stop all further evaluations If record fails validation.
2. Requirement 6.1.2 (rule based constraints list): don't test, because this requires schematron and it is not working properly (Check if the schematron file wmcp13.sch is implementing the verification of the WMCP mandatory rules. #32 )
3. total possible score: P/F (req. 6.1.1), 9 total after passing schema validation.
4. These results should be displayed seperately from WIS KPIS WIS Metadata Metrics Dashboard #123
