We've migrated to using the sidebar in one of the recent releases. The bottom bar is no longer a standard system component starting from iPadOS 18.

Reviewing the ticket – yes, a simple Reader as a separate app would've made a lot of things easier. In 25.6, Reader will have quick access to "Notifications". It was a commonly requested feature.
