Bug Report

Describe the current, buggy behavior

Feature tests are not running in GitHub Actions. Eg: https://github.com/wp-cli/doctor-command/pull/188/checks

Describe what you would expect as the correct outcome

Feature tests should be run properly

Provide a possible solution

Adding behat.yml
