Problem statement

This is a subtask of the Remove carbon registry usages in IS.

X509 Certificate Authenticator use registry as its storage repository. Using registry as the data layer, blocks the plan to remove registry from the IS.

Therefore it's needed to remove the registry usages from the X509 Certificate Authenticator in the IS.

Suggested Improvement

Use IDN_CONFIG tables to persist the configurations.
