Protocol 3.5 plugs are not visible in the list of detected devices

Protocol 3.5 plugs are not visible in the list of detected devices. Any info on how to make them visible or why they are not visible?

As long they are connected and within the same "network and subnet" of Home Assistant they should shows up normally

Are these missing device somehow are connected to another local integration or another HA instance If yes then try remove them from there.

No, these missing devices are not connected to any other local integration or other HA instance (I have only one HA instance).
I tested IPs of missing plugs with Test-NetConnection and all show "TcpTestSucceeded : True".

because it's not listed in your Tuya it shows only the device ID which is unknown however it did send present message locally.

And this is very strange cause I do not own a device with this device ID. And, for example, Tuya Local does not show this device.

To ensure there is no issues with discovery you can add these into you configuration.yaml

logger:
  default: warning
  logs:
    custom_components.localtuya: debug
    custom_components.localtuya.pytuya: debug

Restart HA and check the discovery logs as an example for me.

@xZetsubou , here are all the discovered devices. As you can see - there are no devices with version 3.5 of protocol.
I'm on latest version of HAOS.

@xZetsubou, you want to see my copy of this file? I just cloned your project on my Windows PC and compared with version on HA machine and they are identical.
