xl2tpd error causes pppd to fail to start

Describe the bug
xl2tpd error causes pppd to fail to start
May 25 10:20:26 VM-1-113-centos xl2tpd[17401]: xl2tpd[17401]: write_packet: tty is not open yet.

To Reproduce
Steps to reproduce the behavior:
The client establishes a connection with the server as l2tp over ipsec
1.ipsec connection establishment
2.xl2tp reports an error

Expected behavior
l2tp connection successfully established

l2tp detail:

• x2ltpd version: 1.3.15

xl2tpd.conf
Copy/paste the relevant xl2tpd config
