Improvement without build time somehow getting stuck not being fully built #12716

Describe the bug

A building that is supposed to create a tile improvement on a specific tile ended up putting the tile there as under construction instead of fully built. The improvement in question has no build time, so it is now stuck as being permanently under construction, never able to be fully built.

If you try to build anything else in this tile, you can't. The improvement under construction blocks anything else from being built.

Steps to Reproduce

The building that does this is "The Green Palace", a building in Deciv 2 that creates a Factory farm improvement on a specific tile. I'm still trying to reproduce what happened, because I didn't notice that something had gone wrong until several turns after The Green Palace was constructed.

You can see the Factory farm under construction here, with no build time for completion.

You can see here that all other possible improvements cannot be chosen. Nothing can be built.

Weird because I remember building that building just two days back and it worked just like it should.
And I'm pretty sure I was playing on the same version

I'm still not sure what exactly I did to cause the situation. I haven't been able to reproduce the bug in other games.
