Тест в #13700 (описан в #13545) показывает, что перенос данных не возобновляется после временной недоступности S3

Проблема, которую выявил тест, -- не "вытеснение не возобновляется после недоступности S3", а "вытеснение вообще не происходит". Потому что бакет остаётся пустым (ассёрт)
