Full analogue of yumauri/effector-storage#57, but using library
https://github.com/pubkey/broadcast-channel

It emulates BroadcastChannel if it is not available natively in browser.

Also, it might be not adapter, but something else, I still think on this here — yumauri/effector-storage#58
