Initially, implement as part of the coprocessor, through the listener, the PostgreSQL DB and the transaction sender.

In the future, not for now:

Implement it as multiple separate "ACLRelayer" components that are not the coprocessors.

Still require consensus on the ACL on the GW, meaning that a majority of ACLRelayers need to send the same ACL update.

Need to support identities (addresses) as senders that are not the coprocessor ones.
