GNOME Shell 3.28.1
$ dpkg -s libgtk-3-0 
Version: 3.22.30-1ubuntu1

Reproduce:
setting: enable bottom panel, show window title and application name.
switch chrome tab rapidly.

The problem appears to be a gnome-shell issue. Last week, a Gnome Develolper performance team looked at the Gnome-shell and discovered how to cut 300megs of ram consumption, and also how to correct the high overheads. It should be available soon.

Extension performance was also discussed, but not resolved.
