This is functionally correct, but I have no idea what these are meant to represent. These functions are completely unused on NX.

This implements such updates as required to boot 19.0.0. Corresponds to the pre-release part of #2386. Note that I can't work on this properly for a few days, but I'm setting this up now in case e.g. @hexkyz wants to take point on any fusee dram id stuff (or anything else) in the meantime.
