Algorand Staking Release

This version supports the new staking release for Algorand.
If your account is eligible to earn rewards (at least 30k Algo), then when you go online or update your keys, you will be registered for rewards. See https://github.com/algorand/go-algorand/blob/master/heartbeat/README.md for more information. Note that it will cost 2 Algo to flag your account as eligible for rewards. You should hold off on signing the go online transaction or update key transaction until the protocol actually goes into effect in a few days.

I've also added telemetry support for nodely. Once you enable telemetry, a new link will appear on the dashboard that will let you view your node's telemetry.

Also added is a dedicated Pera Wallet button. Pera technically worked under the Defly button but it caused confusion, so I just added a button for Pera.
