Update cost estimation guide

Purpose

The cost estimation link is for App Service, but we now default to ACA.
Also, the services list was missing Container Registry, which is the priciest part of ACA at low volumes ($5/month minimum).
Please double check my pricing link is reflecting reasonable estimates.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
