Adding a game victory notifications

• Notifications to chat, when someone won the game.

Longer / More informative description about what my pull request does:

• (Has been with Fixing main menu exits #188 together, i splitted them appart).
  Sends a information about game victory if enabled.

By default, it is disabled.

Sends a simple chat message, that player won the game and ending.
