Update WAF sync lambda for IPv6 addresses.
ℹ️ Context
WAF IP sets only allow for one type of IP address, the existing version only allowed for IPv4. These changes allow us to update both. Currently there are only valid IPv6 addresses in test.

Local testing and linting.
