* DX: drop support for Python 3.7 and 3.8
* DX: recommend VS Code extension for SVG
* DX: remove `python.analysis.typeCheckingMode` setting
* DX: store TR-004, TR-013, and TR-022 output in subdirectory
* MAINT: autoupdate pre-commit hooks
* MAINT: move `orientation-K.svg` to GitHub
