first steps for dillution tests

…key, since the EVM expects a 32 byte value and crashes with smaller values. However, 31 byte coordinates seem still to be not a valid signature, but at least it returns "invalid signature" now, instead of crashing.
added tests to verify that early dilution is not possible.
…or the last dilution event, since it does claim all remaining coins.
