Removes the microreactor cell from the Observations Kit

About the PR

Reverts the microreactor cell in the Observations kit to a high capacity power-cell and removes the power drain on the Syndicate Crew Monitor.

Why / Balance

IPC nukies get a microreactor for 6 TC, completely negating any risk of EMPs at all.
Players having the ability to purchase a microreactor cell, even if not used for an IPC, just feels wrong. A T3 Epistemics tech + free sechud sunglasses + the other benefits for only 6 TC is a steal (even though no one uses it).
The kit itself does not deserve to be nerfed or increased in price simply for IPCs existing, so I think this is the best workaround I could find.
