This merely bumps the runtime JRE to Java 21 LTS. The code itself is still targeting Java 17. It allows us to benefit from JVM improvements while we work on making the switch to Java 21 in our codebase. Signed-off-by: nscuro <[email protected]>

Description
Bumps the version of the temurin base image to
21_35.This merely bumps the runtime JRE to Java 21 LTS. The code itself is still targeting Java 17. It allows us to benefit from JVM improvements while we work on making the switch to Java 21 in our codebase.
