  1. Images are private and shared with specific tenants 

    VMCATCHER_EVENT_VO property is used to associate the image with a
specific tenant. If this property is set to “undefined” then the image
is shared among all the tenants configured in the file $voms_map_file
(default: /etc/keystone/voms.json)
