This PR adds the Best Practice document, a PR template, and updates the Contributing document with the latest updates.
The only difference between SUSHI's Best Practice document and FPL's is that I took out the reference to updating FSH School documentation. I didn't see anywhere we document FPL specifically on FSH School, so I got rid of it.
