Players previously had the choice of having all notifications either off, in chat or above the action bar. An all or nothing setting is obviously not ideal and was never intended to be permanent.
This pr makes all of the different notification groups individually configurable and will also show the text from the last received notification from that group to give players a better understanding of which ones they are toggling.
