Rework SOP with Tables

Description

This is intended to nest Sacrifices under Espistemics (since it is only an action that Chaplain and Mystagogue can take anyway) and reformat Alert Levels, NTR, and BSO pages to use Colorboxes and Tables once PR #18 is merged into main.

This will also fix QuarterMaster and rename it to Logicistics Officer as well as the FTL and .YML.

This is the TODO after I've edited and changed this into a Draft PR.

• Nest Sacrifices under Epistemics.
• Change QuarterMaster to Logistics Officer and update all references.
• Reformat Alert Levels to use Tables and ColorBoxes instead of Headers (looks better to me).
• Reformat NTR and BSO to use ColorBox instead of regular Box.
• Reformatted Emergencies under Standard Procedures,
• Reformatted Emergencies and Alert Levels to _Emergencies and _Alert Levels.
• Add guideline for IPCs from Goob LRP as well.

Going to just wait for PR #18 and then use this PR as an update for the Alert Levels. I want to reformat the SOP as well, nesting Emergencies under Procedures to make it shorter.
