Additionally, the script has been updated to only submit stages for update if a field on the stage is actually mutated.

This PR will check if any extension stages have actions requested, and clear those requests if the end milestone on the origin trial is longer or equal to the extension stage's end milestone.
Additionally, the script has been updated to only submit stages for update if a field on the stage is actually mutated, and will not try to update the stage if not fields are changed.
