Description
This is based off of #1818. I first overwrote Debian 11 with the Ubuntu Oracular 3rd Party tests. I ultimately fixed any issues that I found, either skipping tests where support wasn't there yet, or fixing issues.
I also was able to enabled/fix a few Ubuntu 24.04 Noble 3rd Party tests that may not have initially had support as a bonus.
I then removed the references to oracular from the PR.
