See meeting minutes for "CDS Hooks Errata Review" at CDS 2024-10-30 Meeting Agenda. Per the minutes, our intention is to change the name of library specification in Jira from:
CDS Hooks patient-view (FHIR) [FHIR-cds-hooks-patient-view] to
CDS Hooks Library (FHIR) [FHIR-cds-hooks-library]
This commit does not do this (need administrative approval), just adds cds-hooks-library and necessary changes.
