Command enhancement

After reading Enhancement idea #97, I want to suggest my PR.

You can add %PGM MYPGM on top of command source file, which will set the PGM($(BIN_LIB)/MYPGM) parameter on CRTCMD by replacing $< or $* in the command string. It also reads the VLDCKR parameter from the source file and sets the necessary relations.

You can check functionality with created tests:

• Check mycmd
• Check depts CMD target (with overrides)
