This PR adds guile-hall support. It enables auto generation of Autotools build machinery and guix.scm file, hence providing a tight coupling to Guix.
If you are a Guix user you can test the changes with
guix build -f guix.scm, otherwiseautoreconf -vif && ./configure && make.
