Greatly improves the build system.
Both generated packages are now a lot more debian-compliant.

Please note that both ckan.exe (1.6.5) and netkan.exe (126) are obsolete.

Mark 1

This will install ckan v1.6.5 on debian systems.
Please note that it depends on mono-complete >= 3.10, which might be unavailable in the main repository of your distro (e.g, Ubuntu).
