Add more reactors, improve existing configs (#2922)

Add SNAP-50 300 KWe, SNAP-2, SNAP-8, and Prometheus. Also improve scale of existing reactors, fix existing SNAP-50 to be the 35 KWe one, and subtract fuel/radiator mass where applicable.
