Enable Control Flow Guard (CFG) and Control-flow Enforcement Technology (CET) / Hardware-enforced Stack Protection for all MSVC2019 and MSVC2022 CLI Release targets.
Use the same optimization options as Win32 target for x64 target for MSVC2022 CLI.

Enable Control Flow Guard (CFG) and Control-flow Enforcement Technology (CET) / Hardware-enforced Stack Protection for all MSVC2019 and MSVC2022 CLI Release targets.
Also enable optimizations for MSVC2022 x64 Release build as per defaults to match the Win32 build. For some reason it was disabled.
