sci.1.71.4_api.33.0.0: Disable hydraulic failure mortality for leafless plants

A check has been added to determine if the plant is deciduous and
leafless when hydraulic mortality has been conditions have been met.  If
the plants are leafless and deciduous the hydraulic mortality is forced
to zero.
