requireMeasurementConceptIntersect - restrict cohort based on most recent value

Say I want to restrict a cohort based on whether their most recent record of BMI was over 30. Not that they have a value over 30 in a prior time period - ie I want that their latest measurement indicating they were obese (not including someone seen to be obese but then later seen to no longer be so).

@nmercadeb @catalamarti I don´t think there is a straightforward way to do this right? What about having this functionality inside something like requireMeasurementConceptIntersect
