Summary:
Adds Gitlab support as both an authentication provider and repository.

Description for the changelog:

• Added to the Authentication config endpoint. New option is enabled if a GITLAB_CLIENT_ID environment variable is set.
• Added Providers and Repositories
• Introduced https://github.com/jdalrymple/gitbeaker as the Gitlab repo API

• Per Refactor Providers to use standard model #860 area requires refactoring
