Use semantic-release to update the CHANGELOG #1095

Currently, we update the CHANGELOG by hand. Semantic-release can update it automatically, but I don't know if it can include the changes before we switched to semantic release.

One possibility would be to move the current CHANGELOG.md to "CHANGELOG-1.0.md" and let semantic-release generate a change log for just the new features.

I think the CHANGELOG will be appropriately modified by PR #1094.

This might be resolved. It may need to be reopened if after the next release the change log isn't updated.
