This commit pulls the search bar and navigation icons out of the searchlist and resourcedetail components, making it accessible to all child components instead. This also enables a refactor of a (rather messy) conditional searchlist to the individual page views. woohoo!

This PR brings in a preliminary pass at the mobile interface designed by pepe, complete with a mobile map with popups, neat! This will be followed up with many smaller ui tweaks per pepe's feedback, but since those will apply to desktop as well, they are cached for the next PR
