[OUDS] docs: add 'Utilities > API' page

Description

This PR adds the "Utilities > API" page based on:

• the previous corresponding Boosted page (see code source)
• the corresponding Bootstrap page (see code source)

Please that not all content can be reintroduced in this first PR, as some components or concepts are not yet described in the rest of the documentation:

• Some links have been commented because the part is not inside the doc
• Some part of the doc have been commented due to some CSS not reintegrated in the CSS (variables, breakpoints, imports)

Types of change

• New documentation (non-breaking change which adds functionality)
